TU Media's S-DMB (satellite digital multimedia broadcasting) service has been heavily promoted by consortium leader SK Telecom as the next-generation mobile service of choice with 20,000 people trialing the service, although it won't officially switch to the commercial phase complete with fees until May.

The ink of TU Media's first bills will hardly be dry before S-DMB starts to face what many consider will be its toughest competition - from its apparent sister service - T-DMB (terrestrial DMB).

According to a report by the government-run Electronics and Telecommunications Research Institute (ETRI), T-DMB will garner 400,000 customers by the end of the year compared with only 210,000 for the PR-savvy S-DMB service of TU Media.

ETRI might have a slightly biased view because it has been the leading developer of DMB technology while the core technology for S-DMB was developed by Toshiba.

ETRI basically has taken the DAB (digital audio broadcasting) technology developed in Europe in the 1990s and grafted on advanced multimedia specs, including MPEG4 video. Although the basic development is complete, ETRI has officially declared that together with mobile Internet, DMB for mobile use is the most important focus of its activities in 2005 and 2006.

"We are now working on data T-DMB broadcasting. It should be ready in 2H of next year," explained Kyu Heon Kim, a team leader in ETRI's digital broadcasting research division.

At the end of March the Korean Broadcasting Commission selected six candidates for the six licenses that the Ministry of Information and Communications (MIC) will issue. The candidates include Korea's three leading terrestrial broadcasters, a cable TV network, a radio broadcaster and an electronics maker. The terrestrial broadcasters are expected to apply for their licenses soon, and as their DMB facilities are already in place, they will be able to offer services possibly as early as May in the Seoul area.

"One difference between S-DMB and T-DMB is that S-DMB is nationwide, but T-DMB will a regional service. Outside of Seoul, we will issue three licenses per region starting in the second half of 2006," says Peobmin Ryu, the MIC director in charge of DMB.

Operating costs should be low because of its low frequency (200 MHz) so it won't require huge numbers of gap fillers like S-DMB, which is broadcast at 2.6 GHz.

"T-DMB will be more popular because it will be free and its content will be the nation's most popular terrestrial TV programming," said Sangkyu Byun, project leader of the techno-economic analysis team at ETRI. "S-DMB is basically a one-company operation, but T-DMB is an industry-wide initiative of the whole terrestrial broadcasting industry."

SK Telecom and TU Media have tried to get the rights to offer the terrestrial programming but have so far not been successful. As with satellite TV, S-DMB's advantage is the much larger number of channels it offers.

Meanwhile, at the beginning of March MIC officials demonstrated T-DMB at a meeting in Bangkok and recommended it as the optimum disaster warning system for Asia. "We are developing a system that can alarm T-DMB terminal owners even when the power is turned off. When the owners watch T-DMB programs, an emergency sign will appear," said an MIC statement.

T-DMB is also being aggressively promoted round the world. "In Korea the MIC is promoting both T-DMB and S-DMB, but overseas we are promoting T-DMB as a Korean technology," said MIC's Ryu.

While some see S-DMB and T-DMB as fierce competitors for mobile customers, some say they can coexist just like satellite and terrestrial TV, and perhaps even on the same handset. Samsung Electronics and LG Electronics back this and are rushing to developing a single chip that can support both DMBs.
